Can I set which right types are available (eg. FAST, S-VOD)?

Yes. Under the Available Rights menu, choose Limited and customize which rights types are available.

NB - This is only if an Exclusive right has been sold; clearly non-exclusive sales do not prevent a subsequent sale.
